The 5-2-1 Drainage Authority (5-2-1 DA) serves all property owners (residential, commercial, and industrial) within its boundaries. The service area includes all of the City of Grand Junction, the City of Fruita, the Town of Palisade, the Grand Valley Drainage District, and that part of Mesa County south of the rim of the Bookcliffs to the northerly line of Mesa County.
The boundary line then follows the westerly boundary of West Salt Creek to the Colorado River where it crosses the river and hugs the southerly bank of the river to a point where 16 Road would intersect and goes south to follow the drainage basin boundaries that flow through the Colorado National Monument and across the Redlands. The boundary line encompasses lands all the way to No Thoroughfare Canyon where the boundary follows the channel to the A Road line, thence easterly to the Gunnison River. The line follows the Gunnison to the Mesa/Delta County line.
The common county line is followed to the point where it intersects the northerly boundary of Rapid Creek. All of Rapid Creed to the Colorado River is in the 5-2-1 DA service area.
The 5-2-1 DA is an outgrowth of the partnerships between the City of Grand Junction, the City of Fruita, the Town of Palisade, Mesa County and the Grand Valley Drainage District. The boundary was established to include those private lands adjacent to the Colorado River and the private and public lands above them in the drainages. Because the authority is wholly within Mesa County, the boundaries do not extend beyond the Mesa County line even though the contributing areas of some of the drainages originate well outside the county.
